January 5 2023 - Hanksville Town Council

The Hanksville Town Council meeting convened its regular session on the 5TH day of January, 2023 in the Hanksville Community Center; meeting commenced at 6:00 p.m. 

Present:  Mayor Jeffren Pei, C. Morgan Roberts, C. Eric Wells and C. Tanesha Conder 

Absent:  Treasurer Jessica Alvey, and C. Mona Wells 

Employees: Clerk Lisa Wells

Public in Attendance:  Doug & Katy Roberts, and Slate Banner

Council member Tanesha Conder:

Council member Morgan Roberts: 

 The AC/Heating units need to be scheduled for install.  Apartment #6 is vacant and there was discussion regarding repairs needed before a new tenant moves in.  Light fixture, paint, carpet cleaning and also a new mirror medicine cabinet needs to be installed.  Council approved Eric to purchase a paint sprayer and items needed for repairs.  When the carpet cleaning is scheduled, the tenants will be notified and also each apartment will be inspected at that time.

Slate Banner submitted an application for the vacant apartment.  There was discussion about where/if he could put in a dog kennel; Slate will meet with Eric to decide where to put the kennel.

There is also someone coming on Tuesday, January 10th to look at the garage doors at the firehouse and the maintenance shed.

Council member Eric Wells: 

There are 2 new connections of sewer and water that maintenance will be working on.  Sue Fivecoat connection and Doug & Katie Roberts connection.  

Mayor Jeffren Pei:

 Discussion of spending the remaining balance of $18,000 from the grant money received for the road project.  The money has to be spent on items outlined in the scope of work of the road project.  Mayor would like to get yields sign and some street signs are missing and need to be ordered.    


Treasurer Jessica Alvey:  ABSENT

Clerk Lisa Wells: 

  • Bills presented to council for approval (spreadsheet attached)

  • Review of Budget with council members

  • Pay raise following the step increase as outlined for clerk and maintenance was implemented 1/1/2023

Planning Commission

Katie Roberts – She is comparing Wayne County 1999 and 2011 version with the Torrey ordinances.  Then also meeting with clerk to get the current ordinances that Hanksville has already adopted and will make notes on the google document and discuss changes with the planning commission.  The council needs to keep reading through the document and make comments and keep up with what the commission is discussing.  They are looking at a 1% sales tax, business license rates and water/sewer rates.  Should the rates be changed? Should that actual fee amount be taken out of the ordinance and just reflect that the town does have fees and the fee schedule will be a separate document.  There needs to be more conversation regarding the short-stay rental rules; one suggestion from the planning commission is if you live in town, you can have a second property that is used for a short-stay rental but if you don’t already live in town then you can only have a short-stay rental if you buy property and build it.

Katie Roberts – The Wayne & Garfield Insider editor reached out to Katie – there is no Hanksville presence in the Insider.  Is the town interested in contacting all the local businesses and running an ad in the Insider.  Other comments from citizens – advertising is more the responsibility of the individual business owners and wouldn’t expect the town to pay for an ad.  Katie could reach out to all the businesses and see if they would want to contribute to the cost of an ad.  There was discussion regarding a grant writer to help pay for improvements to the town.
